Agency Contracting Officers have the authority to reserve procurement’s to achieve the small business goal. Contracting officer may award a sole source or set aside contract or take advantage of the simplified acquisition procedures (FAR Part 13), awarding contracts up to a ceiling of $4 million for goods and services and $7 million for manufacturing.

Establish an 8(a) Sole Source Contract in 5 simple steps:

The Small Business Administration (SBA) 8(a) Sole Source vehicle enables agencies to engage in direct buy contracts with certified contractors, streamlining and simplifying the acquisition process for Contracting Officers and federal agencies. SRR International, Inc. SBA 8(a) business development certification is valid through May 2024.

Step 1. The Government Program Manager or interested party develops a statement of work, prepares government estimate, and obtains the necessary funding.

Step 2. Through direct discussions and negotiations with SRR, the Government Program Manager selects SRR to perform the work and submits a procurement request to the agency Contracting Officer.

Step 3. The agency Contracting Officer contacts SRR’s SBA Business Development Specialist, Mr. Rabon Lewis (South Florida District) at rabon.lewis@sba.gov or (305) 536-5521 Ext 119. Ultimately, the Contracting Officer will submit an “Offer Letter” to the SBA for the designated scope of services that SRR will perform.

Step 4. SBA processes the Offer Letter and returns it to the Contracting Officer who submits the Statement of Work and Request for Proposal or Quotation to SRR.

Step 5. SRR submits the proposal which is evaluated and negotiated (if necessary) by the agency and the contract is awarded.

The U.S. Navy SeaPort-NxG contract vehicle is a multiple-award, indefinite delivery, indefinite quantity (IDIQ) contract holds a total value of $5 billion and includes a five-year base period with one five-year option.
